In my pavilion 14 ce1045tx there's two fan .But there RPM speed has huge difference from each other .one has 2800+- RPM and another one has 170+- RPM . And they are always rotating almost in same speed . Is that issue is normal or not !?

Each fan has a sensor which controls its speed and depending on the heat of THAT area the sensor will "tell" the fan to run slower or faster.
I worked on hardware from different platform over 30 years and I believe our designers on notebooks do the same. For notebooks, we don't want to spin the fan where do not need to, specially when running on battery.
