Windows tells me on startup that Optane Memory has degraded and needs to be disabled. This causes constant blue screening and instability. However, the Optane tab of the Intel® Optane™ Memory and Storage Management Application just spins forever saying "Preparing System..."

 

Is there no other recourse for this? My laptop is nearly unusable.

2 choices. Disable Optane acceleration entirely in the app or replace the module with a new one. The first choice may not be all that great as you observe because having a corrupted disk of any kind in the system can cause issues even if you are not using it particularly on startup as the OS will check it as you boot up and it may hang. If you do not want to replace it just physically remove the Optane module from the laptop. You might also consider reloading Windows minus the Optane.
