I have a HP Stream 14 and the problem is it is over heating. I sent it back to Hp since it is still under warranty and they sent it back saying it was water damage and they sent me an image of it and it was the thermal paste. So now they want me to pay $300 to get my laptop repaired and I’m not even the one who did anything to it. My question is does the heat sink ever go bad on these laptops?

The thermal paste is there to transfer heat between the CPU and the heat sink. If the thermal past is compromised by being exposed to water, that will prevent the heat sink from doing its job.
If the paste shows an indication of being exposed to water, then they will claim water damage -- and there is nothing we can do from here about that.
