Product: windows 7

Help, please.  I need to re-install Windows 7, which somehow disappeared from my computer.  I cannot find the disk, but I hav a Key #.  I do not know where to do it.  I am obviously technologically challenged, and this computer was set up for me back when I purchased it from someone else.  Please help me and tell me where do I go to enter this product key.

 

Also, can someone tell me how I engage & disengage the the blue keys on my keyboard.  I cannot even put in a question mark, as I keep getting this when I try (é or É)
