Ok, so I know this type of question is frequently brought up, but I just want to be sure I can do this before I throw money into it. So I have an Envy TE01-4000, and right now it has a 310W PSU. I want to put a GPU in, and it'll require a 650W PSU. I have seen another post for a desktop before mine about replacing the 310W with the L36049-003 (650W). I'm curious if this installation will actually work, or if I will have to go down to a 500W (L05757-800) and go down on my GPU quality. Any help or advice is appreciated! Thanks.

Welcome to our HP community forum!
HP PartSurfer shows these three compatible power supplies with your Envy TE01 4000:
310-watt PSU with p/n: L10875-800
400-watt PSU with p/n: L69242-800
500-watt PSU with p/n: L81009-800
However, I believe you are correct, the 650-watt power supply with p/n: L36049-003 / L57253-003 should also be compatible given its "P2" power connector config:
Nevertheless, since I couldn't find "official" HP confirmation, I would recommend purchasing this power supply via a Seller who allows for returns -just in case.
Please note that even with a 500-watt power supply, you could power an RTX 4060 Ti, such as this smaller-sized (two fan) model powered by a single 8-pin PCIe power cable: ASUS DUAL RTX 4060 Ti OC Specs | TechPowerUp GPU Database.
Hope this was helpful.
Kind Regards,
