I have the discontinued HP Pavilion dm4 Aluminum XH125UA. The manufacturer warranty is long expired, but am I still able to send it in for repair/refurbushment? It functions well but has damage to the screen frame and one of the hinges is broken. It needs a new fan, battery, and probably a hardware clean out. If so, Im wondering how much this may cost through HP, or if a laptop repair center in my area would even be able to replace the parts?

Yes the aluminum chassis parts are not even listed in the Service Manual but they are the same size and shape as standard plastic parts so you could replace with plastic parts or try to find a donor parts unit on eBay.
Doing a little quick research I discovered: a. the chassis parts for these are outrageously expensive; and b. all the parts units have busted hinges. Probably a. and b. are related as a lot of people need these parts for repairs.
HP will not do a complete rebuild for you and even if you could get them to do it that is your very most expensive option.
A good mom and pop computer repair store could do this work but they will run into the same issues trying to source parts. The list you give is going to cost a good $250 in parts and labor on a good day.
Sorry I could not be more helpful. I did see a couple fully working examples of your exact model on eBay at $239.
You could perhaps transplant your aluminum chassis parts to the plastic version.
