Operating System: Microsoft Windows 10 (64-bit)

The clock frequency of my laptop's processor is 2.5 GHz. During the stress test, the temperature is kept at 65-72 degrees Celsius, which should not be an exorbitant value, but the clock frequency does not rise above 2.07 GHz. In the power supply scheme, 100% of power consumption and maximum performance are set. What could be the problem?
