I've just today purchased a new HP Pavilion 14-ce0501sa laptop. There is a very noticeable whistling noise originating from what I think is the processor cooling fan. I believe all drivers and updates have been installed and as it is literally brand new I think I can assume there hasn’t been time for dust to build up on the fan. This may sound like a pedantic complaint, but the whistling is at a tone and volume which I won’t be able to concentrate at. Can this be fixed?

I reviewed your post and I understand that the processor fan is making noise.
Don’t worry, I assure you I will try my best to get this sorted.
I recommend you make sure that you have the latest BIOS installed on the computer. I have provided the link below to the latest BIOS available for your computer. Also, update the chipset driver from the below link and check if the issue is resolved.

Chipset: https://ftp.hp.com/pub/softpaq/sp92501-93000/sp92618.exe
If you continue facing the issue, I recommend download and install HP support assistant from the below link and install all the updates.
Here is how it is done.

Click My devices in the top menu, and then click Updates in the My PC or My notebook pane.

Click Check for updates and messages to scan for new updates.

Review the list of updates. Updates with a yellow information icon are recommended. Updates with a blue information icon are optional.

Click the update name for a description, version number, and file size.

Select the box next to any updates you want to install, and then click Download and install.

Perform any other update management actions as needed.

Postpone an update: Click Remind me, and then select a time preference.

Delete an available update: Click the Delete icon
to remove the update from the list and record it in the action log.

Review updates status: Click Action log below the list to view installed, postponed, or deleted updates.

I have a Pavilion 14 ce0023nl which uses the same chassis and cpu and I've the same annoying problem.
It's abundantly clear that it's not a software issue and that updates won't solve it. So please stop make users waste their time asking for software and firmware updates.
I had the fan replaced twice without improvements.
Now I'm trying to sell the little whistling drone, because obviously no one checks if the whistle was gone and I'm tired of sending it back.
