I found that HP Victus d-1 series laptops support the Power Delivery function. Could you tell me which power banks will allow me to charge my laptop in this way through the type-c port and which type-c wire is suitable for this task?

Where do you get the information ? All I know is it has 1 USB 3.2 Gen 1 Type-C (supports data transfer, HP Sleep & Charge; DisplayPort™ 1.4 out up to 5120 × 2880 @ 60 Hz through adapter.
Anyway, depending on your machine, it may come with 150W or 200W AC Adapter (charger). I don't know is ther any power bank on market today with wattage ratting OUT is 200W.

There, in the Manuals, I downloaded the User Manual and at the end in the Specifications section there is information about powering from DC sources. The section has a lot of information about the various input capacitances for the Type-C connector. However, I tried a 50W power bank with an output current of up to 3A and did not see the laptop charging.
Could it be the cable that I connected to the computer, or are the user manuals written for all hp laptop lines and in fact my model does not have Power Delivery?
