HP Envy Touchscreen Laptop model ( 17-cg1075cl) which came with an AC adapter model TPN-LA14 (part# L23960-001),  65 w, (input 100v - 240v, 17a 50-60hz) (output 19.5 v 3.33a 65 0 w) and has a blue tip.

I recently purchased a new adapter model TPN- LA16 (part # L25298-001) with the same specs as original adapter and also has a blue tip. Is it interchangeable and safe to use the new adapter without causing any damage to the laptop?

From my memory, I replied your post a week ago.  Where do you get part # from ? Both parts won't get you to nowhere

               https://partsurfer.hp.com/?searchtext=L25298-001

               https://partsurfer.hp.com/?searchtext=L23960-001

Your machine should use   https://partsurfer.hp.com/?searchtext=L43267-005  for HP Envy 17-cgxxxx machines. Your machine is on the list, page 4.

Note: Its specs  https://support.hp.com/gb-en/document/c07774033 which also shows it use 4 cell battery, not 3 cell.

Regards.
