Hi. I have an HP laptop (14s-cf3056tu). I bought a power bank that specifically mentions that it can charge laptops (based on the positive reviews from customers). Here are the specs: 65 watts, 20000 mAh, came with a USB-C cable. I connected the cable to the laptop but the laptop did not charge. I connected the power bank to my phone to check if the power bank is working, my phone was being charged by the power bank.
I am now wondering if my laptop model allows to be charged using a power bank.

That is because the power bank may not be a smart charger with a chip that "talks" to the laptop's charging system via the EC (embedded controller) chip on the notebook's system board.
In the specifications for your notebook I notice that the power adapter it was delivered with is a 45 W Smart AC power adapter. The adapter does have a smart chip.

I also notice that your notebook's single USB Type-C port is not a thunderboard type and it does not support PD (Power Delivery). Look at the labeling on the USB Type-C port.
Chances are that your notebook does not support being charged with an external USB Type-C
power bank.
It would have helped if you had actually identified the power bank with a manufacturer and model number.
