Power button is stuck. We have the laptop open and can power on when we hit the power button on the board with the case open. The mechanical button does not work. This is a design flaw.
Can this button be replaced?

You may have to replace the bottom enclosure. I looked through the Maintenance and Service Guide and don't see a button assembly. The part number can be used to do a Google search for base enclosure. Chapter 3 has parts with numbers:
