Operating System: Microsoft Windows 11
Have a hp laptop with a 45W brick charger that my wife used in Europe. Now in USA. Can we change out the European plug that runs from outlet to the brick with an U.S. plug, or do we need to buy a different brick or run it on a outlet

You just need to change the power cord that goes from the wall socket to the adapter.
The actual power adapters can be used in almost every country.
The power cord part number for use in North America is:
L19367-001 | Power cord - C5 connector, 1.0m long, STK Conv (North America) |
HP does not sell the power cord you need.
You can buy one on eBay.
