Unfortunately, my HP laptop is under performing while playing games.
When both the CPU and GPU are under load, I'm finding that my CPU slows down, which has a serious impact on the laptop's performance. I've looked into why this is happening and it appears to be Power Limit Throttling -- when the CPU and GPU draw too much power for a set amount of time, the CPU will automatically slow down to reduce power usage. This has nothing to do with the maximum amount of power the computer can output or with temperature of the CPU. In fact, I was previously able to avoid this using Intel's Extreme Tuning Utility or TechPowerUp's ThrottleStop utility.
However, after updating my system's BIOS, I am unable to use either utility to prevent the throttling from occurring. So something was changed in a recent BIOS update to lock the Power Limit.
I've tried reverting to my previous BIOS (F.19) however it will not let me as it always says "Cannot find signature file". So I will have to take a different approach to this. Is there anything that can be done to increase this power limit, to force a BIOS downgrade, or to allow utilities to change the Power Limit?

HP Laptop bs-067cl -- purchased in 2018
CPU: Intel Core i7-7500U -- max speed of 3.5GHz but runs at 2.7-2.9GHz when throttling
GPU: Intel HD Graphics 620
BIOS version: Insyde F.24, 11/18/2020
Windows version: Windows 10 version 21H2

I see you are experiencing the HP Notebook is under performing while playing games. I apologize for the Inconvenience.
I have a few recommendations
- Update your Notebook computer to the latest BIOS from HP.COM.
- Make sure the Windows and HP support assistant updates are up to date.
To disable Power Throttling using Group Policy
- Open Start.
- Search for gpedit. msc and select the top result to open the Local Group Policy Editor.
- Browse the following path:
- Double-click the Turn off Power Throttling policy.
- Select the Enabled option.
- Click the Apply button.
- Click the OK button.
If the issue persists then I would request you to contact our HP Support Engineers and should be able to sort this out.
