I have received an HP ENVY Laptop 17-ch0020na (4J9D7EA) - Win11Home, from a user who reports the following issues. When watching videos on the web such as YouTube in 4K quality, the image stutters, not dramatically, but it is noticeable and annoying. It gets much worse when watching live video, such as game streaming... it's really unwatchable.
I tried to monitor the components using the Task Manager alongside the video. It seems that the CPU was more utilized than I would expect, RAM memory was utilized somewhat predictably, SSD was almost idle, and the integrated GPU Intel Iris Xe was not utilized at all to assist and was also almost idle.
A similar issue occurs with games; for testing purposes, old games with a release date of 2000-2005 were used.
Any advice? Any idea what it could be doing?

Streaming buffering is nearly always an internet speed issue -- but I believe you have also tried running games locally, not using the Internet, right? And those are stuttering as well?
I would try downloading or installing some videos -- HD, not 4K, and see if those stutter as well.
