Hello,
I bought a used HP Probook 450 G3 couple days ago. It worked fine and then I updated BIOS to current version (04/2020) and it still worked fine with battery. Today i turned the laptop on and connected it to power charger in order to charge the battery but it was not charging. I already tried steps below twice from this link but the battery was still not charging.

Go to Device Manager and look for Battery
Double click or expand the Battery
Right click on Microsoft ACPI-compliant control method battery and uninstall it
Turn the computer off completely by pressing and holding the power button down for 5 seconds
Unplug the charger and check if you could unplug the battery as well
Press and hold the power button for 15 seconds
Plug in the battery
Plug in the charger
Turn the computer back on and check if the charging change status
The battery now completely runs out of juice and the laptop does not turn on although I plug the power charger in. I use multi meter to check voltage of the power charger and it reads 19 V so look like the power charger works fine.
The laptop is now like being bricked.
Please help to fix this.

The battery would not likely an issue. I completely watched 1.5 hours movies on you tube with the battery (no power charger plugged in) and the battery still had 45 % left. The problem I have now the laptop does not turn on even I plug power charger in (with battery attached or with battery removed)

OK.
Unfortunately, if the computer does not switch on at all, you cannot conduct other component tests.
Assuming the battery is not at fault and the AC adapter is functioning as expected AND the Operating System is intact, you could try a hard start to see if you can convince the onboard Operating System to boot.
As you know, the next steps after that are trying to boot the system into the repair / recovery mode.
“Press and Pray”
Forced Restart / Boot
IF a BIOS update is just stuck / stubborn / frozen-in-place half way through the update / boot process,
OR
If there are boot issues that prevent a complete or clean boot of the Operating System,
IF there is not actually anything wrong with the windows installation or the File System,
Then
The following procedure might resolve the issue.
- Unplug everything, including power and all other externally connected components
- Press and hold down the power button for thirty (30) to forty (40) seconds
- Release the power button
- Plug in only basic components needed to start / boot the computer
- Desktop: Connect Power, wired mouse and keyboard, HDMI to monitor (and monitor is powered on). Make sure Power is properly connected and all the way plugged in on both wall and machine.
- Notebook: Connect AC Power. Make sure Power properly connected and is all the way plugged in on both wall and machine.
- Switch on the system with power button - Click power and release (as for normal boot)
Hoped for Results:
- System switches on, monitor active, mouse and keyboard responsive
If the issue was a "stuck" BIOS update:
Screen shows the BIOS update window with choices: cancel / updateWait several seconds; stare at it and contemplate actions. (The process will continue on its own after about 10-20 seconds)BIOS update continues, completes, and reboots the system
When the system reboots,
- Log in
- Connect LAN (Ethernet)
- Connect other components (USB, external webcam, speakers...)
- General housekeeping (checks, more staring at it)

Thanks for your reply. I tried it in both case "with and without battery attached but no luck
If there any way I can charge the battery without attaching it into the laptop?

Not that I am aware. This is not a area of specialty for me - if there is a way to do that, I would guess Google and other search engines provide lots of opinions and articles on the subject.
I should think you could run the computer without the battery installed.
If you believe the battery to be faulty, it can be removed while you seek a replacement - most notebooks can run without a battery using the AC Adapter and a decent power source (wall outlet).
Caveat (for those reading): Running the notebook without the battery does result in the computer being completely dependent on the AC power - the AC power adapter must remain connected to an acceptable power source (wall outlet). Generally, good backups are a must - in this case, backups are essential. If you have one available, consider connecting the computer to a large battery backup unit when / if you must run the system without its internal battery.
