My laptop seems to have major processor power management issues.
- the processor clock speed will frequently not go above 2.0 GHz, even though the power mode sliders for both Battery and Plugged In is set to Best Performance. As soon as I plug it in (if it's on battery) or if I unplug it (if it's plugged in), then it will go to full 4+ Ghz speed.
- The only 2 Power Plans that I can choose from in the Control Panel are "HP Recommended" and "Balanced" - no others
- when plugged in and running resource-intensive tasks, the processor will frequently ramp down and get stuck at exactly 0.39 GHz and refuse to budge, until I unplug it, at which point it ramps back up to full speed. The "getting stuck at 0.4 GHz" is something I have seen posted multiple times by other users in this forum, so I know it's a known issue. Has a fix been discovered yet?
So far, I have held off on doing the Windows 10 1909 update, but other than that, everything is up-to-date. No driver updates for BIOS, firmware, or hardware appear to be available

Don't worry as I'll be glad to help, I have a few troubleshooting steps we could try to fix the issue:
Firstly, perform Windows Update and HP Support Assistant: (do not skip any troubleshooting steps if you feel steps are repeating)
To check for updates now, select the Start button, and then go to Settings > Update & security > Windows Update, and select Check for updates.
Install updates from HP Support Assistant: Go to Download HP Support Assistant to install the tool.
- To open HP Support Assistant, double-click the HP Support Assistant icon

- Click My devices in the top menu, and then click Updates in the My PC or My notebook pane.
- Click Check for updates and messages to scan for new updates.
- Review the list of updates. Updates with a yellow information icon are recommended. Updates with a blue information icon are optional.
- Click the update name for a description, version number, and file size.
- Select the box next to any updates you want to install, and then click Download and install.

All possible updates have now been done, and all of the same problems still remain. I should mention that all clock speeds are being taken directly from Windows Task Manager, not from a 3rd party program or app
