I have an HP 15-da2017tu which is equipped with an Intel i5-10210u processor. The problem is, Intel claims that this processor has a max turbo frequency of 4.20Ghz however my device shows me an upper limit of only 2.11Ghz. Can someone please explain this?

The base frequency of the processor in your notebook is 1.6 GHz. If you can enable Turbo boost you might get a far higher number. 2.11 Ghz is the Configurable TDP-up Frequency
