Your machine has 1.7 GHz Intel Core i3-4005U with Intel HD Graphics 4400 and 4GB of  1600 MHz DDR3L SDRAM (1 x 4 GB) RAM. Its specs

1. For CPU/Processor: No, CPU is soldered to its motherboard that means you have to buy new motherboard with CPU and new Windows license. This will be a very expensive upgrade.

2. For RAM: You can upgrade to 16GB with following options

    (a) To 8GB: add 4GB more to slot 2

    (b) To 12GB: add 8GB more to slot 2

    (c) To 16GB: replace existing 4GB with 8GB and add 8GB more to slot 2

The following RAM sticks are compatible guaranteed

     4GB:   https://www.crucial.com/usa/en/hp-15-r032tx/CT12372084

     6GB:   https://www.crucial.com/usa/en/hp-15-r032tx/CT12372062

You can buy RAM from Crucial or any good computer shop.

Regards.
