Thank you for posting on the HP Support Community.
- Did you enter an Activation Key during the re-install?
- Have you spoken to Microsoft about why it's blocked?
- Could you please share the screenshot of the product key message?
- What is the operating system?
This can be solved by doing the recovery from the recovery media.
You may also contact HP support using the link below and order over the phone.
