I bought two 8 GB RAMs to upgrade my HP 250g8 16GB 2400MHz. The task manager on my laptop says that it is able to carry two RAM slots but physically there is only one slot. is there supposed to be two coming from the manufacturer or do I have to install an extra slot myself because there is space for it just no second slot?

Your 250 G8 can be a custom build. The specification document indicates the motherboard may support either 2 or just 1 slot for memory.
The following disassembly video shows there could be two slots for memory.

To be sure you would have to open the system and look.
I suspect if you have a pentium or celeron CPU then you have only have space for one slot as indicated here
