I want to ask, if this type of laptop RAM can still be upgraded?
I also want to ask about RAM upgrade, if the initial speed is 1866MHz and I want to upgrade but it does not match the initial speed but 2133MHz. are there any harmful effects?

Here's what you need to know, your device has support for upgrading to maximum 8GB ram and I've listed below a picture with all the details including speed to help you:

 

 

Also, here's the universal part number to order replacement/upgradeable parts, you may order the replacement parts on the HP Parts Store, use the HP Parts Surfer to find the part number and If you've already looked for it and couldn't find it on the HP Parts Store, you may want to get it locally at the online store such as Amazon or eBay, etc...as the part numbers are universal.

The specs of your machine is

 

     https://support.hp.com/au-en/document/c05908668

 

It uses  AMD Dual-Core E2-9000e (1.5 GHz base frequency, up to 2 GHz burst frequency, 1 MB cache) CPU/Processor therefore it only has one slot of RAM and support 8GB max.

 

You can replace 4GB of RAM with 8GB using the following compatible RAM

 

      https://www.crucial.com/usa/en/hp-14-bw099tu/CT12344121

 

Note: RAM will run at lower speed, not 2400MHz because your machine uses AMD Dual-Core E2-9000e . This is OK.

as we saw together in the table informs the downgrade. Are there any harmful effects if the speed is downgraded? can i use 2133MHz? with the reason that not too waste money

@AzizSyaiful I'm glad to help, that said, the 2400 or 1866hz is what's tested, although you are free to test your preferred frequency before purchasing it, I suggest check with a local tech,
