Can I replace the current laptop memory (2x8 GB) 2400MHz with (2x16GB) 2666MHz.

Below is the link to the service manual for your notebook.

 

Maintenance and Service Guide HP ENVY x360 Convertible PC

 

Chapter 1 has the memory upgrade info.

 

According to HP, the max memory is 2 x 8 GB.

 

However, the Crucial memory report for a very similar model to your notebook does indicate you can install 2 x 16 GB of memory.

 

Memory RAM & SSD Upgrades | hp - compaq | envy 15 | ENVY x360 15-cn1004tx | Crucial.com

 

Bear in mind that while you can install DDR4-2666 or DDR4-3200 memory, it is only going to run at 2400 MHz, because that is the fastest speed your notebook's processor can run the memory at.
