There isn't much anyone can tell you.
All we can do is provide the same information that you found online.
For example, here is an older 15-fb0xxx model that is being sold on Amazon that comes with 64 GB of memory:
Now, if the older model can support 64 GB of memory, surely the newer 15-fb3000 model can also support 64 GB of memory.
Another thing you can do to ease your confusion would be to do this:
You can run this command in Windows Powershell as administrator:
Get-CimInstance -ClassName Win32_PhysicalMemoryArray | Select-Object MaxCapacityEx, MemoryDevices

Chapter 1 of the service manual has the memory upgrade information and the drive capacities HP offered in the model series.

The Crucial memory/SSD report for the model series indicates it will support up to 2 x 32 GB of memory and they sell NVMe SSDs' up to 4 TB.

I look at the Maintenance & Service Guide in your reply message but It say Two memory slots supporting up to 16 GB of RAM and SSD 1TB (In the picture 1)

And this link https://support.hp.com/ee-en/document/ish_11678529-11678592-16 is the document of specification for HP Victus 15-fb3000 It say Maximum memory: 24 GB and SSD 1 TB (In the picture 2 and 3)
