Thank you, your BaseBoard Product (SSID: 8ABB) and your System SKU number (see: HP PartSurfer) both confirm that your laptop is fitted with DDR5 RAM, not DDR4.
Repeat: you cannot install DDR4 RAM.

Yes, you can upgrade up to 2 x 32GB of DDR5 PC5-38400, 4800 MHz, Non-ECC, Unbuffered, SODIMM, 262-pin RAM modules.

Well, DDR4 memory modules are not compatible with DDR5 motherboards, and vice versa. DDR4 and DDR5 are different generations of RAM with distinct physical and electrical characteristics, which means they are not interchangeable.
Meaning, your laptop either fits DDR5 or DDR4 RAM, but not both.
Let's find out exactly what system you got: type system information in your Windows search bar, and click on the System Information App. You should see something like this, using my desktop:
Please provide your "System Model", "System SKU", and your "BaseBoard Product" numbers.
