My laptop came with 8GB Samsung 4800 sodimm with a 1x16 rank. I tried to replace this with 2x Crucial 16GB 4800 sodimm but they will not work, either singly or both. Checked and the memory is 1x8 rank.
Should the new ram have worked or do i need to find an 1x16 rank solution?

Your memory should work. The HP part number for the 16gb chip is M97596-002 and the picture of it here shows 1rx8
The Crucial memory finder indicates you got the correct memory. It is strange that 1rx16 is not listed.
Try reset the bios either soft reset or clear the CMOS (hard reset) as described on pages 89 and 90
https://kaas.hpcloud.hp.com/pdf-public/pdf_5411376_en-US-1.pdf
There are some recent BIOS updates here, but I did not see any "FIX" for memory so I would advice not to updates unless you have the symptoms described in the release info

Thank you. Tried the hard reset but sane result. With the new ram computer starts but won't POST. Fan spins to high but ko video is displayed. Maybe the new modules are bad? Never had any issues like this before.

Does not sound good.
Go here and see if your memory matches what is shown
https://www.crucial.com/compatible-upgrade-for/hp---compaq/hp-zbook-firefly-14-inch-g9
I assume you got the 4800 and not the 5200
Although your system is listed exactly I noticed that the 2 star review on one product some complaint were the memory did not work. However the system mentioned were not HP. l suspect you will have to buy the much more expensive HP labeled memory Try to return the memory. I suspect the memory timings do not match what the bios expects.
Sorry,
