My spectre laptop started rebooting every few minutes; got a blue screen. My computer guy said the RAM is shot and needs to be soldered in. Can RAM be replaced on this laptop or do I need a whole new motherboard? Can it be added?

I suggest using the HP PC Diagnostics UEFI utility. From an OFF state, press the power button and immediately tap the F2 key to invoke the diagnostics utility. Run the long system test. That will include a memory test.
In reply to you "Can RAM be replaced on this laptop or do I need a whole new motherboard? Can it be added?" question: Memory can be replaced but don't do it before you run the diagnostics. If the memory is faulty you will get a 24 character diagnostics error code. Post it here in your thread on you next reply after the test is done.
It always helps if you provide a Product name or product number. Otherwise you are asking a question without giving us a chance to look at the hardware configuration of your notebook.
