According to your service manual (on page 2), your Intel i3 7th gen processor-based model supports 16 GB (2x8 GB) DDR4-2133.

HP 14 Laptop PC Maintenance and Service Guide

 

An 8 GB memory you linked will work but run at 2133 Mhz.
