Here's my problem straight. I bought a 4.00 GB ram for my HP NOTEBOOK 2000 laptop but when i inserted it and i go to properties i keep seeing this thing: Installed memory (RAM): 4.00 GB (3.60 GB usable) but why!? and what does that mean! does it mean i only have 3.60 GB ram? where is the rest? can i change that or stop it or something can i do anything about it? or go cry in corner for wasting almost 150 dollars? Help is really appreciated.

Weeks ago i bought a windows 8.1 cd that had some updates installed already on it, But i faced alot of issues like updates are not working and there is the glitch that made me wanna broke my pc which is when i select something or highligh it on desktop then when i leave it it has some square of dots around it which piss me off and can be fixed only by restarting explorer.exe but still comes back and the windows 8.1 store won't work can i fix these in any way possible? or get another cd and reinstall it? oh also some programs wont install like CCleaner that i can't live without lol...
