Try a different external AC power adapter. 

I have an HP Elitebook 840 G3 laptop with a failed 45w adapter (HP Part Number:  740015-002).  If I plug in the failed power adapter, the charging LED blinks 9 times (8 full blinks and one quick half-blink), but the laptop battery will not charge nor power up off the adapter.

 

If I plug in a known-good power adapter, the charging LED lights up with a solid amber, to indicate that the adapter is detected and that the laptop battery is being charged.

Chargers, like all other hardware, eventually fail -- looks like yours did.

 

So what is it you're asking?
