How do reinstall the operating system? I don't have a software to install Windows in my local SSD. Is there a way I can download from the supported HP website?

The W11 setup is trying to force you to connect to the internet and sign in with a Microsoft account.
If you can't connect to the internet due to a wifi driver issue, you can bypass the internet requirement and sign in with a local account to continue the setup. Click this link for how to do it.

Download Intel WLAN driver on a usb drive from your drivers support site.

Upon a completion of the setup, install the wifi driver from the usb drive. You can switch to a Microsoft account if you wish.

You can use HP Cloud Recovery Tool to create a bootable recovery usb drive which installs Windows, drivers and HP programs. You need a 32 GB usb drive and can download Cloud Recovery Tool from Microsoft Store. See the HP document below for more instructions.

If you run the Cloud Recovery tool on another computer, you'll be prompted to enter your full product number (prodID), which you can find on the bottom case of the laptop (it's in very small print).

If your notebook came with Free DOS, the cloud recovery tool doesn't work.
Create a bootable W11 installation usb drive with Microsoft Media Creation tool from Microsoft Download center.

If your original drive is still in the system, install a cloning app on it.
You need to place a new drive in a USB to M.2 SSD adapter like this.
Connect the adapter to the notebook and boot into Windows on the original drive and run the cloning software.
Some M.2 SSDs come with cloning software. Samsung products come with Data Migration. you can use Acronis for WD and Crucial M.2 SSDs.

The error message says, "install the latest version of the recovery tool," but if you downloaded the tool from Microsoft Store, that was the latest version so i don't know how to troubleshoot the problem.
If you replaced the original drive with a new M.2 SSD when you had this error, your only other option is to clean install W11 from Microsoft download site.
If you never clean installed W11 before, this HP guide may be of help.
