Need replacement battery, need info. I have a HP 15 r029 and the battery is oa03 11.1V, can I use a 14.4 or 14.8 oa04 battery?

I appriciate your efforts for writing back to us.
As you mentioned when you run the battery test you got an error message to replace the battery.
Also, as you mentioned when the PC is booting you are getting an error to connect the group policy client service.
1. Type services in the search bar.
2. Search for Group Policy Client and right click on the services and go to properties.
3. Change its Startup type to Automatic, Click on the Start button, and then Apply > OK.
Lastly, replace the faulty battery on your PC with the following part number.
3-cell, 31-Whr, 2.8-Ah Li-ion battery 746641-001
If the laptop is still under warranty, I will share you few details through a private message about the service options.

Don't worry I'll to help you out.
Did you make any software or hardware changes on your laptop?
Have you tried charging your laptop using a different adapter?
Excellent description and a great diagnosis done. It is greatly appreciated.
Please find the replacement part number for the battery listed below.
4-cell, 41-Whr, 2.8-Ah Li-ion battery 740715-001
3-cell, 31-Whr, 2.8-Ah Li-ion battery 746641-001

You can purchase the part from HP parts store using this link.
Before replacing the battery on your laptop you can try the steps recommended below and check if it helps.
Check if the pin inside the DC or charging port is bent or broken.
Try updating the BIOS and check if it helps.
Update the BIOS using this link. Click Here
Also, You can update other drivers on your PC using HP support assistant.
Refer this article to know more information about using HP support assistant.
Please perform below-shown steps to resolve the issue:
Step 01. Click on the Start Button
Step 02. Type "Device Manager" in the start search box & open the Device Manager
Step 03. Look for Batteries and expand it by click on the + symbol on the left
Step 04. Right Click on "Microsoft ACPI Compliant Control Method Battery" & uninstall
Note: This Battery driver will get reinstalled automatically when you restart the Notebook again
Step 05. Please Shutdown the Notebook
Step 06. Please remove the Battery and unplug the Power Adapter
Step 07. Press and Hold the Power Button for full 1 Minute
Step 08. Go ahead and put back the Battery and connect the Power Adapter
Step 09. Look for "Plugged In Charging" message on the Battery icon
If the issue persists try updating other drivers on your PC using HP support assistant.
Also, Try running a battery test on your PC using HP support assistant and check if the battery is functioning correctly.

Thank you so much for the detailed suggestions. I'm not real comfortable with updating the BIOS with all that I have read on that subject. So with that said, I have done a battery check with the support assistant and it came back that I need a new battery.
I don't know if this will give you any more insight, but at least 50% of the time when booting up my computer I get a blue screen that says something about not being able to connect to the Client Policy. I cant get out of this screen unless I hold down the on/off button for a few seconds to shut off, and then boot up again, and then it works normal the second time. This has been happening for over a year now. Will this damage my computer? I also have windows family filter on for kids and was thinking it might be because of that.
Also my computer is 3-4 years old and running windows 8.1.
I think I want to just go ahead and order a new battery, but can I get the 4 cell battery, or would I absolutely need to get the 3 cell battery that came with this computer?
