I have an HP Envy 17m-CE0013DX laptop that needs a new battery. It doesn't look like a new battery is available on the HP store or through official HP partners (I think it might need a 3-cell, 52 Wh Li-ion prismatic battery, with the part number being L24008-001). My first question is whether consumers are supposed to be able to replace the battery themselves, or whether it is supposed to be replaced by a repair shop, etc. The second question is where to buy the battery when I don't especially trust amazon to sell authentic/legit parts. Thanks!

No, part L24008-001 is for the charger, not battery

It uses 3-cell, 52 Wh Li-ion prismatic battery part # L09281-855. Normally HP does not stock replacement batteries

You can use part # to order elsewhere such as Amazon, Newegg, BestBuy .... eBay.
For other question, in many cases we can replace batteries ourselves after1year.
