Your notebook was designed that way intentionally.
HP released this document a while back, which explains the memory shortage...

This seems to only apply to some models with the AMD Ryzen 3xxx processors.

The only workaround would be to install additional memory.

You can contact the HP executive team at the link below and tell them you are not happy about the way they designed the notebook.
