Hey,
Did you try to reset thru windows desktop or by pressing F11 key or F2 key on start up. Alo i found a similair article on here and here is some of what HP Support typed out:
Meanwhile, I recommend you to perform the following steps to isolate the issue and arrive at a fix:
- Power off the laptop.
- Disconnected AC adapter from the laptop.
- Press and hold the power button for 15 seconds.
- Reconnect the AC adapter.
- Power ON the laptop.
NOTE: Do not connect any other USB devices to the laptop as they can interrupt the reset process.
Now, please initiate a reset. If the issue persists then perform the steps mentioned under "Disabling secure boot" from this HP document. After disabling the secure boot, you may try to reset the alptop again.
If nothing works then let us run a hard drive test on the laptop. The following steps will help:
- Power off the laptop.
Turn on the laptop and immediately press Esc repeatedly, about once every second. When the menu appears, press the F2 key.
On the main menu, click Component Tests.

Hi, @wwayne09
If the above steps don't resolve the problem you have two options to try and get your notebook working again.
1. Make a bootable recovery drive using the HP cloud recovery client utility. That is supposed to restore the drive configuration to its 'out of the box' condition.
Here is an info link for how to use that utility.

2. Clean install W10 by making a bootable USB installation drive using the Microsoft media creation tool at the link below.
https://www.microsoft.com/en-us/software-download/windows10
When you get to the screen that asks 'Where do you want to install Windows,' delete every partition on the hard drive, leaving just one partition of unallocated space. Click Next, and W10 should begin to install.
After W10 has completed installing, you can install the drivers and available software from your notebook's support page.
https://support.hp.com/us-en/drivers/selfservice/hp-stream-14-cb100-laptop-pc/21341646
Clean installing W10 and deleting all the partitions will allow you to have the maximum amount of drive space for a couple programs and files and future Windows updates.
