I made an unsuccessful write to the UEFI bootloader (Clover Makintosh), after which the BIOS and boot menu stopped loading, resetting the BIOS did not help, recovering from a USB flash drive (WIN + B + Power) does not work - CapsLock flashing twice. Are there other recovery methods?

Hi
Depending on the age of the PC and the BIOS vendor...

Hopefully one of these documents will cover (and solve) your problem...

Perhaps........
you have more than 1 Boot Manager and if you could F9 or change the order f5/f6 you may be able to find the Microsoft one.
Of course I am only guessing as to what the sequence of events was, as Clover is a Boot-Loader, much like rEFInd I imagine
and Makintosh is perhaps a mis-spelling of Hackintosh?
Whatever.
