I cannot type anything in Windows 7 because the right arrow key is registering as being pressed all the time.
Tried reformatting and installing Windows 10, but the same thing is happening. So, I cannot even type the user name to create the initial account. I opened the virtual keyboard to type in the name but this is not a permanent solution.
Also, I tried and booted Ubuntu from a USB stick and the same thing happens - cannot type at all.
However, when I am in the BIOS settings, this is not the case. The keyboard is functioning properly. Keyboard also functions properly when boot into Windows 10 PE (Hiren BootCD) from a bootable USB drive.
I've already removed the arrow key and cleaned it but the same malfunction still occurs.
This is really confusing. I hope someone here knows of a solution. Thanks!

This is a hardware issue -- so all these software installs will do nothing to address this.
Here's some troubleshooting steps you can try regarding the keyboard issue: http://support.hp.com/us-en/document/c03738933
If the laptop keyboard simply does not work, then you will have to plug in an external keyboard and see if you can run the tests using that.
If you are experienced at laptop repairs, you can often replace a keyboard for $25 for a new one and a half-hours work. I have done this on older HP laptops.
But, if you're NOT, there is a serious risk of breaking fragile connectors and cables doing this -- so I do not recommend it.
Instead, I would recommend you hunting down a local laptop repair place to have THEM replace the keyboard. Sometimes, on some models, you have to replace the entire top surface of the laptop, not just the keyboard. So you should get an estimate of what is involved before you have the work done.

Thank you for the response @WAWood
I already ran the HP hardware diagnostic for the keyboard prior to my post and it passed the test.
I've also tried using a USB keyboard and it does work but the right-arrow-press still persists and interferes in some cases.
This is why I'm confused. But I guess the best solution now is to replace the keyboard. Thanks!
