I just had my HP notebook repaired and returned under warranty by HP and now one of the rubber "bumper" strips on the bottom isn't staying on well. One is much worse than the other and has in-fact come off.
If HP thinks putting screws "UNDER" the bumper strips are a good idea, they really should replace the sticky tape after a repair is finished because they must be removed to access the cover screws. Why screws are put UNDER the bumper strips is really ridiculous. Maybe HP never "intended" to repair any of their laptops?
What can I do about reporting this, and how can I get a replacement rubber strips from HP?
I don't want to be negative,
but the customer service I have experienced so far from Hp has been extremely poor and I'm just hoping to get some replacement underside bumper strips so I can fix them myself.

I hear you customer service is terrible. I am still looking for replacement for swollen battery, no luck. I think there is hope for you though. Go to this link:

Under "Find your part" enter your laptop's Serial Number. It will give a list of all the available parts for your laptop. There is a "BASE RUBBER KIT" for 21$ for my laptop. I assume that is what you need.
