Hello
Since a few days I'm working with my new Pavilion. After a complete Install the system runs fine. The only annoying thing is the fan-activity. Even when the Processor usage stays under 5 % (GPU under 2%) the fan is working often.
The fan isn't running at high speed, but already has a terrible sound at lowest speed. The air flows out of the housing in front of the lower edge of the screen. The noise is directed directly to the user in front of the notebook. Working (no heavy programs, only mails, simple Worddokuments driven by low integrated graphics) at late and quiet hours is painful and every stop of fan-activity for a few minutes is a relief.
What I did to avoid the fan-activity:
- Set the Powerplan-Slider to "more battery efficiency" (System cooling policy set to "passive" doesn't help)
- Notebook is placed on a Notebook stand. Absolutely free air intake, always cool Air around.
- Newest BIOS, Drivers installed
Has anyone exprience to optimize heat dissipation. Using a better thermal-paste, a modified heatsink or a more quiet fan of better quality?
I didn't think to face such problems. Even my ThinkPad worked without fan activity when the load was low.
I am grateful for any advice.

Kindly perform the steps mentioned in this document - Fan is Noisy and Spins Constantly.
If the issue persists, let us run a hardware test
- Hold the power button for at least five seconds to turn off the computer.
- Turn on the computer and immediately press Esc repeatedly, about once every second. When the menu appears, press the F2 key.
- Perform System Test > Extensive test. Share the result on your next post.

I already gone through the energy-saving methods and even built an own Energy-Plan with more energy-saving settings (llike take down the max-load of the CPU).
I don't have Point 3 of your suggestion.
In the meantime I applied new thermal-paste. While removing the old paste I discovered that a small part of the protective film was stuck between the GPU-Lid an the heatsink. Of course there should only be thermal-paste in between - which is the case now.
I got better results and the fan is switching off more than before.
But I still find the device noisy, as also reported by other users and found in tests. The fans (there are two!) work in a high, annoying frequency range even at the lowest level. More innovation in passive heat dissipation would be fine.

I request you to talk to HP support.
They might have multiple options to help you with this.
- Click on this link - https://support.hp.com/us-en/contact-hp?openCLC=true
- Select the country.
- Enter the serial of your device.
- Select the country from the drop-down.
- Click on "Show Options".
- Fill the web-form. A case number and phone number will now populate for you.

My research shows that the fan noise is uncomfortable and annoying to many users. It seems normal for the device to be noisy even with low loads.
When I made my first decision, I wanted to buy a Huawei MateBook. Solid and calm. But in the current political situation I wanted to support an American manufacturer and bought an HP. Now I have a notebook that I don't like to work with. It is very disturbing in a quiet environment.
I will get in touch with the Support. But I'm afraid it will be a waste of time.
I regret my decision.

Very important first. Anyone who is sensitive to noise should not install the F.11 BIOS-Update. The already noisy fans then work even more than before. A rollback to version F.10 is blocked by HP! This is confirmed by a HP-Supporter. But old BIOS-Versions are offered for download!?
Is HP trying to make fun of its customers?
As you can read, I talked to the HP-Support. But as I mentioned - a waste of time.
All in all, an extremely unsatisfactory situation with HP.
For example: A replacement fan for the Pavilion 15-cs3907nz cannot be ordered from the HP-Homepage. There are shops in Europe offering one fan (there are two in this device) for over 60 Dollars. This is theft. It only costs a few dollars to make.
Second expample: Chipset-Drivers on HPs Support-Site are available for Win 10 1903 and 1909. We have Windows 10 Version 2004, not since yesterday.
A colleague who works in the IT department of the world's most famous Swiss chocolate manufacturer is still waiting for my assessment as an IT-Supporter of my HP notebook.
At the moment I really can't recommend HP with a clear conscience and would advise her against evaluating HP products.
I am aware that the HP Pavilion 15-cs3907 is not a business device. But I am currently experiencing a computer manufacturer from whom I expect more than an noisy device at lowest loads in these times. The Decision to exhaust the air in front of the lower edge of the screen is clever from a design perspective. But for the user in Front of this device not desirable, when fan-noise is directly redirected to her / him. That realy shouldn't be problem anymore when all energy-saving settings are made.
The support-staff is friendly, but does not realy help. How should they?
The management at the head office in California will receive a postal letter in which I will ask for an explanation.
