Title says all. Even if I've upgraded the BIOS and system firmware to the latest revisions, the symptoms still remain - if I close the lid just before the laptop turns off completely, or sometimes for no reason, the laptop's CPU frequency gets stuck at 0.38GHz and CPU usage doesn't go any lower or higher than 15%. My Windows 10 installation is also up to date, and so are all of the drivers from what I can tell. I've already contacted support but they went didactic on what they did and to be frank I've got next to nothing from whatever the heck they did when they remotely serviced my device, i.e. just changed the graphics drivers and nothing else.
The Ryzen throttling issue has been a known problem according to the AMD forums; some users have reported that an updated BIOS has fixed things on their end:

I was wondering if there would be another BIOS revision that would finally put this thing to rest, or if anyone else with a similar if not identical laptop managed to fix the issue by downgrading.
And yes, I know some of you HP support reps would do the usual spiel, but I'd like to have a more direct response than the usual script which probably has little to do with the situation at hand.

I have brought your issue to the attention of an appropriate team within HP. They will likely request information from you in order to look up your case details or product serial number. Please look for a private message from an identified HP contact. Additionally, keep in mind not to publicly post personal information (serial numbers and case details).
