Hi and Happy New Year. I’ve been experiencing throttling issues with my CPU, it’s a Ryzen 5 2500u.
The CPU base clock is 2.0GHz and the max is 3.0GHz+, however the CPU has never gone beyond 1.6-1.7GHz even during high stress loads such as benchmarks and gaming on demanding games.
I’ve monitored both the CPU usage and info using HWMonitor, task manager and MSI Afterburner. And they all show the same thing clock speed below 1.7GHz at all times.
I installed the latest BIOS update F.17 as well as new Adrenalin drivers from AMD, and although the GPU performance improved greatly the CPU remains the same.
I’ve also checked the temperatures to see if it was overheating and throttling speeds and the temperature have a maximum of 50C during all tests, in all departments. So I know it’s not a cooling problem.
Could this be normal for this series or am I missing something?
Laptop: HP ENVY x360 15 bq121dx
OS: Windows 10 x64
CPU: Ryzen 5 2500u
iGPU: Radeon Vega 8
RAM: 2x4GB @ 2400MHz

Welcome to the HP Support Community. This is a great place to get support, find answers and tips to your technical queries. I have reviewed your post and I understand there's an issue with the CPU throttling.
Appreciate you trying the steps. Don't worry, I'm here to help! To better assist you - Are you facing issues with computer freezing or FPS drop as well? If yes, I'd suggest you try re-installing the operating system -
1) Shutdown the computer.
2) Turn the computer back on again and repeatedly tap on the ESC until a Startup menu appears.
3) Press F11 once for System Recovery.
4) Choose the Keyboard Layout.
5) Click on Troubleshoot.
6) Go to Recovery Manager and click on System Recovery.
Note : Back-up all your data as System Recovery will delete everything that you had saved or installed on the computer.
