Operating System: Microsoft Windows 11

Samsung S21  connection to HP laptop(windows 11) using usb C port  is not working.

There is a beeping sound when i plug in  usb c to usb c cable to the usb c port 

I have verified that the usb c to usb c cable is not damaged, and the port is working :

i plugged in another samsung phone (Note 9) using the same cable to usb c port in HP, and the phone showed in File Explorer.

There was no beeping sound when Note 9 was connected

Next, i plugged in S 21 to the normal usb port in HP laptop, using my charging cable( usb c to usb)

There was not beeping sound and File Explorer could read the phone.

what could be the issue in connecting S21 to usb C port?

my samsung S 21 still does not connect via USB C port.

when i connect with the cable,   i hear the beeping sound, its like an alert sound from computer, and the system tray icons flickering continuously.

I have checked Device manager , and see that it flickers too..the phone is not showing in Portable devices
