After recently purchased used HP Pavilion 14-ce0505sa, i found the keyboard lights weren't working. - I had similar issued with another laptop, and this was due to a Windows/BIOS update. 
The solution for me was simple, but hard to find on the net, so I hope this help others with a similar loss of function
- I'm not sure why but a option in the BIOS had been changed, here's what i did. 

Enter BIOS on start-up (usually repeatedly pressing ESC or F10)
Scroll over to SYSTEM CONFIGURATION
Scroll down the ACTIVATION KEYS MODE, 

ensure this option is DISABLED
SAVE and EXIT bios. 

on restarting the FN+F5 hotkey should now work. 

- it seems counter-intuitive, but HP is looking for BOTH FN+F5 for the keyboard backlight, by enabling the Activation (ie Hotkeys) it is removing the FN input from the command.
