The issue is that the laptop from 2019 uses PCIe 1.0 x2 data transfer mode only, instead of PCIe 4.0 x4 what should be supported both by laptop and is supported by SSD.
Laptop is using latest bios available, SSD as well. The disk is not throttling, the temps are around 35 C.
The BIOS doesn't offer any option whatsoever regarding configuring hard drive and/or PCIe.
Can someone help?

Using HWiNFO64, it confirmed the controller supports PCIe 4.0 x4 mode

After some researching, I have concluded this must be a BIOS issue, but as stated, the BIOS itself unfortunately doesn't allow selecting PCIe mode.
This issue needs to be fixed in the BIOS update!! The laptop is still usable if that's fixed!

Added the results of Crystal Disk Benchmark with changed test sizes. Still far away from expected results:
Some of those speeds contradict the Crystal Disk Mark current mode of PCIe 1.0 x2 so it is not clear what is going on. I will try other SSD in this laptop, and this particular SSD in other laptop(s) and post the findings here.
Shame! Update the BIOS properly, after 6 years!!!

Hello, how were you able to solve it exactly step by step, in case what date of bios update did you use, since I have the same problem, my Hp has two storage inputs, the Sata and the ssd nvme (I'm using only the nvme) and it only registers PCIE 1.0 that it is using, it does not reach PCIE 3.0, I am using windows 10 22h2
