Your laptop does appear to have two M.2 slots.
The specification for the solid state drives are PCIe®, NVMe®, M.2 2280 solid-state drives
You can install up to a 4GB M.2 SSD
It would be a good idea to remove the bottom panel and verify that.
For some odd reason, HP put the Maintenance & Service guide for the 16-ro000 series laptop in the support portal for your laptop, but it is not stated whether it is identical to yours.

The Memory specification is
Two SODIMM slots with dual-channel support DDR5-5200 or DDR5-4800, 1.1 v
Guaranteed compatible SSD and memory source in Europe

Yes. Up to a maximum storage capacity of 4TB. That is for a single M.2 SSD.

If the Crucial website publishes information stating that a memory module product is compatible with a specific laptop Crucial Memory guarantees it.
I would follow their recommendation.
