The Samsung SSD doesn't need drivers, but if your notebook has an Intel 11th generation or newer core processor you need to install the Intel storage controller drivers during the W10/W11 installation process because neither OS has the storage controller drivers as part of the installation files.
I zipped up and attached the Intel storage controller drivers below so Windows can find the drive.
The attached file is good for both W10 & W11.
Copy all of the files in both folders in the attached file to a USB flash drive.
Have the flash drive and your Windows installation media plugged into USB ports.
Boot from the W10/W11 installation flash drive.
When you get to the screen where no drives can be found, click on the Load driver option, browse to the flash drive with the storage controller drivers on it.
If you check the box, it will only include the compatible driver.
Click Next and if those are the right drivers Windows should find the drive and install.

Windows 10 operating system provides its own driver for your SSD.
Your HP 250 G8 laptop was delivered with a 256GB M.2 2280 PM991a PCIe Gen3x4 value SSD.
I suggest that you try the method that HP Expert Paul_Tikkanen suggests below
