I recently purchased a Samsung 980 1TB NVME to replace my failing hdd + optane memory setup that I currently have. After disabling and replacing optane memory with the NVME I used Samsung data migration tool to migrate the data from my HDD to the SSD and when it finished I rebooted however I can not see my SSD as a boot option or in bios. My bios is outdated (version F.40) however I’m worried about updating it and don’t want to unless necessary.

Certainly no expert, but cloning a Optane drive may need to run g HP PC Hardware Diagnostics UEFI on a USB flash drive while in bios to change the UEFI settings to show the new drive and boot from it. Look here service guide on page 68 where it details the procedure.
