Screen is Cracked. Must I replace both the touch screen digitizer and screen?

The screen is cracked on my ENVY  'TouchSmart' notebook.

Can I replace just the screen or must I replace the 'digitizer' as well?

Any suggestions on where to purchase these items for a decent price?

Depends on how it is cracked. Sometimes just the overlaid glass is cracked and you can replace that, which comes with the digitizer. Only the glass is cracked if the underlying image on the screen is not distorted. If both the glass and the screen are cracked you must replace both. HP generally does not sell just the glass and digitizer and their prices for the whole assembly are not generally competitive, if they even have parts for your model in stock any more. But the parts you need are available in the market (probably). Where do you live (country)?

The screen has spider vein cracks running everywhere. The underlying image has no distortion.

Looks like you just need the glass and digitizer then. This is it:

Pages 54-60 show how to remove and disassemble the display assembly so you can replace the glass and digitizer. 

HP only "spares" the screen at the entire assembly level:
