I don't know why they suggested to do a factory reset, thats a horrible solution. You would lose everything.
Simply install the latest update and the screenshot issue is fixed.
Click the status area, where your account picture appears. Click Settings About Chrome OS. In the "About" window that appears, click Check for and apply updates. Your Chromebook will start to install any available updates.
I just did this and it works now! 🙂

2019 and still happening, tried updating, re-updating, Googling for hours only to find the exact same instructions over and over on how to do it. (multiple URL's on first page of SERPS all copies from each other) as usual. So after all that what can I do next?
Or should I just give up? This is a brand new Chromebook sent to me directly from Google cloud platform. It's encrypted. Would that make the screenshot not work? If I'm having this much trouble in the first week of use then this thing will be closed in a month and sit there next to my commodore 64, because that's about how useful it is to my business right now. I don't even know why they sent it, probably to capture my data. hello? Google? are you listening? **bleep** spider crawlers getting smarter by the day.
