I noticed just this issue last week while I was running Cinebench 2024 that my CPU despite the high load was only running at the base speed of 2.80 GHz and sometimes even lower at 2.0 - 2.7 Ghz and it also happens when I am playing games. I also checked the temperature using MSI Afterburner and it was in the range of 55c - 65c and this behavior happens when the Utilization is above 25% - 30%.
The pattern I found was
Utilization ↑ = Clock Speed ↓
Power Plan: High Performance
